Here's what Oda said about romance within the Straw Hats in a SBS.
Oda did stated that there will be no romance within the crew however at the end of series such as an epilogue, there are some pairings that will happen.
First thing first. Pirate x pirate or pirate x citizen are fine. Pirate x Marine won't happen. You'll see why below!
Luffy will probably have a harem of girls like other Shonen protagonists.
I know that Luffy x Boa Hancock is a one-sided love and Luffy shows no love feeling towards her (friendzone). Boa Hancock would do anything for Luffy and Luffy will accept her gifts. Luffy first met her in Amazon Lily (Luffy's nationality is Brazil and act like one. Is Luffy Tarzan?).
Luffy x Rebecca. I don't like this pairing. The only thing Rebecca does for Luffy is buying him food but that was a setup to kill him (the prisoners forced her to do it). Luffy did saved her country and she shows affection for him along with 2 other princesses in the Reverie Arc.
Luffy x Vivi. Vivi, princess of Alabasta was a temporary Straw Hats (She would love to adventure with them but country comes first). She falls in love for Ace but Ace is dead after Marineford War. Right now Luffy is the one who carry Ace's will. Luffy won't be a replacement of Ace but be Ace's legacy.
Luffy x Shirahoshi. Shirahoshi, princess of Ryugu Kingdom is few years younger than Luffy. Luffy told her to grow up by not being a coward and a crybaby. She is playful and Luffy's personality fit similar to hers. Imagine Shirahoshi in her 20s. Gomu Gomu No Gigant.
Wano is Zoro's Arc. Zoro x Hiyori. Hiyori a.k.a Komurasaki, the most beautiful woman in Wano.
Hiyori is the princess of Wano, daughter of Oden Kozuki and she falls in love for Zoro. It's a one-sided just like Boa Hancock to Luffy. Wano is based on Japan and Zoro's nationality is Japanese (samurai, katana, clothes, etc).
Zoro x Tashigi. Tashigi resembled Kuina (a childhood friend) and is a swords-woman. Both are enemy of each other. The closest they see each other is respect in skills. They are rival but no romantic feeling towards another.
Tashigi and Smoker are body swapped by Law in Punk Hazard. Tashigi sees Smoker as her superior only, nothing more. Smoker x Hina (both are smokers and close connection).
Whole Cake Island, the year of Sanji, his Arc. Sanji x Pudding. Pudding is a pastry chef while Sanji is a sous chef or head chef. Both love each other. Slight one-sided love on Pudding's part. Sanji love for women is his personality, but for Pudding? Poor Pudding remove Sanji's memory of them kissing.
Pudding falls *no pun intended* for Sanji during WCI Arc.
If Pudding were to join the Straw Hats, Sanji could pair up with Viola since they have feelings for each other. Sanji x Viola. Viola is the princess of Dressrosa. Dressrosa (Spain) is a country of passion. Sanji (France) and Viola (Spain), France-Spain relations.
Monster Trio pairing with 3 princesses.
Usopp x Kaya. This pairing is obvious. Kaya only love Usopp and will wait for his return.
Chopper x Milky. They are animal. Chopper blushed and act like Sanji over Milky. During Zou Arc we can see Chopper love heart eyes, etc. Chopper is interest in Milky but not other minks, hmm...
Chopper have no love feelings for Tristan. Doctor-nurse thing.
Nami x Sanji. A lot of hints/moments throughout the series. Name calling, wedding in Thriller Bark, Whole Cake Island, and many moments that had passed. BIG possibility of pairing.
Nami like Luffy as her captain and as a idiotic brother. "Sanji is an exception in this case" by Oda himself.
Robin x Law. Robin have concerns for Law and the way the two talks towards another.
If Law do die during Wano war or post Wano war. Robin would be pair up with Franky.
Franky x Robin. Franky have concerns and saved Robin many times. Don't forget the Water 7 Arc when Robin grabbed his ah hmm... junk (the pun!).

I don't see Franky have any love feeling for anyone in the series so far except for Robin. "Robin, you are SUUUUPER sexy".
