HERE ARE THE POSSIBILITIES WHERE THE LAST/4TH ROAD PONEGLYPH MIGHT BE.
1. Blackbeard.
Blackbeard somehow got the last Road Poneglyph during his journey in the New World or he kill Shanks to get it. Blackbeard will one day wait for the Straw Hat Pirates and steal/fight for their 3 rubbings of Poneglyph so he can become the Pirate King when he reach Raftel. Being the main antagonist, rival to Luffy and a sneaky slippery clever pirate, he will do anything to fulfill his dreams. There will be a final battle of Luffy VS Blackbeard in Raftel. Luffy will win at the end and get to the area in Raftel where the truth of Void Century is buried.
2. Elbaf.
What is a good place to hide the last Road Poneglyph? None other than Elbaf. Country of the giants (most fear warriors of Blue Sea) the Poneglyph must be here. One of the Road Poneglyph is on Zunisha. Zou Poneglyph was hidden in Whale Tree's tail (so secretive and well hidden). So which means a very good hidden place that is difficult to get to or find it is at the top of the massive Elbaf Tree (probably World Tree Yggdrasil, Norse with Prince giant Loki). Usopp becoming a brave warrior and friend of giants, Big Mom will come here relating to her backstory, Smoothie might be useful and her devil fruit can change her size to that of a giant nearly sinking her ship in Whole Cake Island.
3. National Treasure.
I don't think the big straw hat is the national treasure but what's beneath the hat? National Treasure is a very important treasure that is high secured and hidden from sight. Finding the truth of Void Century by going to Raftel using the 4 Road Poneglyph is something the World Govt want to avoid at all cost. It will shook the world. Beneath the hat is the final 4th Road Poneglyph rubbing/lever that open secret door leading to the Poneglyph itself. I don't think Luffy and Co will go to Mary Geoise but someone might steal that 4th Poneglyph from that Chamber and eventually someday Luffy and Co will meet the thief. Imu sama looking at (Future Pirate King) Luffy Wanted poster since if Luffy get all 4 Road Poneglyph he'll be a massive threat and expose the World Govt.
4. Shanks.
All Emperors should have Road Poneglyph in possession. We know Kaido and Big Mom have 1 each Poneglyph. Luffy (5th Emperor) got 1 from Zou. Blackbeard will steal from Shanks or kill to get it.
5. Orlumbus.
Have you follow his cover story per chapter of One Piece? Anyway, Christopher Columbus found a big discovery: "New World America". What if Orlumbus (based off Columbus) found the last Road Poneglyph and will give it to Luffy when they do meet. The last Road Poneglyph is a big discovery as it is one step from becoming the Pirate King.
