Following the timeline/era there are Rock Era (New stone age), Gold Era (Golden age of piracy) and New Era (Modern age).
One Piece eras
Big Mom and Kaido being as durable as a hard rock. Gold Roger and Golden Lion Shiki influencing pirates and Luffy's generation in the modern timeline of the story/New Era is the new generation. The "Rocks" could have been an inspiration to people 40+ years ago to become a pirate. Roger became a pirate because of "Rocks" and Luffy became a pirate because of Shanks.
One Piece was based on Pirates of the Caribbean but with fantasy, myths, religion and real life inspiration mixed in.
WE HAVE CANDIDATES WHO ARE OLDER THAN 60 YEARS MEANING THAT THEY ARE RELATED TO THE ROCKS AND ITS ERA.
1. Kaido and Big Mom.

In chapter 907 Big Mom and Kaido were talking to each other via den den mushi. They discussed about chasing Luffy and Big Mom mentioned that Kaido own her a debt of a life-time. Garp spoke to Hina about Big Mom and Kaido became own captain since youth and growing stronger despise after losing their captain around 40 years ago. The Rock Era belong to BM and Kaido before Roger's rule. Kaido is one of the younger of the Rock Era member. BM is her own captain ever since when she's 10 or 18 years old. BM and Kaido could have been in a relationship or crush on each other during their young age. Age doesn't matter in One Piece. Look at Luffy x Hancock, Zoro x Robin, etc. Streusen the first husband of Big Mom is honourable mention, he's a pirate and older than Big Mom.
2. Monkey D. Garp.
Garp gained the title "Marine Hero" entirely not defeating Pirate King Gol D. Roger but defeating the Rocks Pirates and their captain. It was 40 years ago and Garp said that if they were to awaken or return, the Marines would be at a lost. 30 years old Garp early prime is differently Pirate King level and above. Honourable mention; Sengoku is one year older than Garp and Kong was a fleet Admiral (maybe Vice-Admiral during "Rocks" Era). Tsuru who team tag with Garp and Sengoku during their youth could have heard a rumour of "Rocks" or even know them.
3. Brook.
Brook is one of the oldest character in One Piece as a human being under the giants Dorry and Broggy. We know that Brook is still not using his full potential and he knows a lot about old history and legends. He is like a wise old pervert. Brook knows Roger Era, surely he should have a knowledge of who or might the "Rocks" be. Brook died 52 years ago and the "Rocks" end 40 years ago. Brook's former captain Yorki died due to incurable disease is also an honourable mention in this list.
4. The Doctors.
Dr. Hiluluk, Dr. Kureha and Crocus should somewhat know or heard of the "Rocks" despite being over 70 years old.
5. Whitebeard.
Whitebeard during his early prime might know who the "Rocks" are. Same to Miss Bakkin, she used to sail on Whitebeard's ship and was a pirate 40 years ago from current timeline.
6. Zephyr (A.k.a "Z").
Z the instructor and Master to the 3 Admirals and Vice-Admirals; Sakasuki, Borsalino and Kuzan. Z was one of Marine's Admiral and military power. He, Garp and Sengoku being a Marine Admiral fought many Big Shots in the New World Gold Era and could have known the Legends ("Rocks") when these 3 were around 30-40 years old.
7. Shakky.
Shakky the wife of Rayleigh was chased by Garp 42 years ago. She was a pirate before she retire and work in a bar. She and Rayleigh as a pirate were a Rookie like Roger (Brook's perspective) or well known pirates at the time of "Rocks". Maybe she was a Nami or Robin type in the "Rocks" Pirate.
8. Shiki.
The rival of Gol D. Roger and a Legendary pirate of the New World, Shiki surely should have known the "Rocks" when he was a well known pirate or near Legend. Gol D. Roger also known the "Rocks" during his journey as a well known pirate 40 years ago. Gol D. Roger is a rookie at the time of Rocks along with Shiki.
9. The Gorosei.
These 5 elder stars, the 5 most powerful within the World Government itself, higher than the Celestial Dragons. They are seen during the extermination of Ohara. The Gorosei are present during the Void Century and maybe got those scars from the battle against Ancient Kingdom. These 5 were the foundation of the WG (20 kingdoms unite). They are very knowledgeable and experience and know a lot going on in the Blue Sea so therefore they must know the "Rocks". Maybe the "Rocks" or someone from "Rocks" is the Lurking Legend. The Gorosei is said to be immortal (How the heck do they look the same and not ageing?).
10. Imu sama.
The highest ranking, the most authority, the most powerful figure in the World Government. Even the 5 Elders bow to this head figure. Imu is also immortal and maybe the source of why Gorosei is immortal. Maybe Imu can bestow powers onto another like how a Gods/Goddesses can give fraction of power for person's loyalty. Imu sama the hidden, mysterious, alien (conspiracy) Head of Govt definitely know the "Rocks" as Imu had been living many many years in the Blue Sea.
Bonus: Rocks (Rokkusu in Jap).
